San Diego has started lowering speed limits

The city began a phased replacement of roughly 3,000 speed-limit signs on July 21, starting around schools in San Ysidro and Otay Mesa.

Drivers will encounter lower posted limits as the rollout expands, while school-area walking and biking routes gain a new safety layer.
